I have read somewhere that a web portal will be opened by Samsung for application developers that will enable them to submit apps and purchase a sales contract on the site.

Hey it looks like all are landing into application stores with catchy offers. To name a few, mobile carriers like Verizon, China mobile too are planning such concept for their android market following the foot-steps of Samsung where Microsoft pioneered by opening its Windows Marketplace for Mobile download store to software developers this week.
