If someone plays with your security settings then it gets locked.
you have to go to the security settings and enter you security code after that a window will appear for PUK code and if both the codes are correct then it will start up immediately or else your need to visit the Nokia care center.

You can unlock your sim easily, using unlock code. Get the code from the site http://www.unlocking4free.com/ [unlocking4free.com] ,here they are providing free unlockcode for old model moblies and unlock it yourself using unlocking instructions. There they will ask you to provide network providr to which your network is locked, contry, IMEI number and mobile model. Then you can use your mobile with any other GSM networks.
